Rico was born and raised in Magdalena, Laguna, Philippines. He was the son of Casiano and Carmen Millando and was the second youngest of seven children. He graduated with his Bachelors of Science in Elementary Education from Philippine Normal College and was a teacher before he joined in the US Navy in 1967. He proudly served active duty for over 22 years and retired in 1989. His duty stations included being onboard the USS Independence, USS Trenton, and the USS Emory S. Land. Following military service, he then worked at BB&T (formerly First Virginia Bank) for another 15 years before he fully retired.
He enjoyed life and living life. He loved watching sports, especially his beloved Washington Redskins. He watched them religiously every week and planned his schedule around their schedule. He took pleasure in singing karaoke, dancing, and listening to his favorite music, including Elvis and Frank Sinatra.
He dreamed of one day owning his own Mercedes Benz, which finally came true in 2012 when he got his “Chedeng”. He was very generous and hospitable to his many relatives and friends. He had strong beliefs which he held onto and stayed committed and disciplined. He liked to stay active and healthy so he was always exercising and taking walks all the way up until the very moment his heart gave out.
Rico is survived by his two children, Melody Millando-Wirtenson and her husband Allen Wirtenson, and Roderic Millando and his wife Christine Millando, as well as his grandchildren Marc Alignay-Millando, Maleah Millando, Shea Wirtenson, and Chloe Millando. He also leaves behind his partner, Ana Hernandez, who shared his life and heart for the past 21 years.
